Sanders and Casar propose federal ban on superintelligent AI

Senator Bernie Sanders and Representative Greg Casar introduced a bill in September to ban developing or deploying superintelligent AI. Arizona Representative Yassamin Ansari stated a pause on advanced AI and a ban on artificial superintelligence must be a top Democratic agenda item. Under the proposal, advanced AI development would pause until a new federal regulator establishes rules and a model review process. The bill would also create a cabinet-level AI department to monitor frontier models and oversee removing dangerous capabilities, like ignoring shutdown commands. Companies that violate the ban could face the corporate death penalty. Individuals could face up to 20 years in prison for non-compliance. An NBC News exit poll found AI and data centers were a crucial or major factor for 56 percent of voters in the midterms. The Nasdaq fell 4.5 percent. Technology stocks lost $1.3 trillion in market cap in 30 minutes, with dozens of names down 10 percent or more.
